The Manager, Licensing is responsible for managing and coordinating the delivery of a consistent, high level client services within a diverse and professional team. This role will lead a Customer focussed approach that supports Worksafe's commitment to reducing workplace harm and improving outcomes for injured workers.

The client services provided encompass the delivery of information and advice to the Victorian community on a wide range of licensing issues through telephone and written communications together with the end to end processing of a large volume, diverse range of licence applications that range in complexity.  This role will also lead the oversight program for WorkSafe's Authorised Registered Training Organisations and Individual Assessors. Additionally the position oversees the division's administrative and business operations support.

This role will develop and maintain an operating methodology founded on best practice with exceptional levels of administration and advice.  The role requires the establishment and ongoing maintenance of quality standards, the management and direction of staff and the operation of the service in an efficient and cost effective manner.  This position will be responsible for the ongoing service improvements that will lift both the internal and external reputation of WorkSafe Victoria with clients, stakeholders and the public.

The Manager, Licensing must recognise emerging business issues and needs.  The role will prioritise service responses accordingly and ensure the timely provision of business information and licence applications to support effective response to a client requests for service.

Key accountabilities

  • Lead a team in the provision of advice, information and the licence transaction processing needs of the Victorian Community through the effective leadership of client-facing teams of Licensing professionals using multiple platforms.
  • Lead a team who authorise Registered Training Organisations and ensure assessments are made in accordance with legislative and national licence requirements.
  • Establish priorities, track and report progress to ensure all Licence processes fully comply with internal policy, legislative requirements and proactively advise senior stakeholders on issues and solutions.
  • Provide direction including developing business plans, strategies, and priorities. Monitor work flow, performance and a caseload of licensing matters such as complaint management, Ministerial liaison, briefings and licence refusals.
  • Responsible for client focussed operational service development, utilising appropriate technology & processes in a cost effective manner and contribute to policy and planning processes for the Division.
  • Anticipate and respond to stakeholder needs and expectations including managing stakeholders through change, resolving conflict and managing sensitivities
  • Manage and monitor budget and expenditure to enable the achievement of agreed objectives, service and performance targets. Manage the external relationships and contracts with service providers and ensure service standards are maintained, with appropriate rebates charged in line with contractual agreements.
  • Develop and manage a culture of Continuous Process Improvement to streamline WorkSafe's end to end permissioning processes including the development of business cases and recommendations.

  • Demonstrated ability to design, develop and implement multi-faceted programs / systems / procedures
  • Demonstrated experience in developing and managing stakeholder relationships at all levels (executive, senior management and operational)
  • Proven ability to liaise and maintain effective relationships with external Service Providers while ensuring contractual arrangements are sound, fair and meet strategic objectives of the organisation
  • Highly-developed interpersonal, consultative and communication skills, including the ability to negotiate and influence at a senior level
  • Demonstrated ability to manage a high workload within tight timeframes, and the ability to identify and work to priorities
  • Highly developed analytical and conceptual skills including the ability to recognise emerging issues of importance and develop innovative solutions in a complex environment
  • Demonstrated experience and ability in the planning, implementation and evaluation of risk assessment and risk management services


  • A tertiary qualification and/or relevant experience in a similar environment
